I've contacted queerplanetus . They claim they're working with organisations to shut down the program . Here's their reply

Thank you for you message. At this stage I can't ell you who we are working
with, but you are correct that 6 weeks more of this torture is not good. As
far as our not pursuing his parents goes, I don't know if you know what
happens when Child Protective Services gets involved it will tear the family
apart and do more damage than good. We are trying to shut this place down,
if it's closed they can't keep Zach in there.
