The proper agency here would be Child Protective Services, but one doubts that they would act.

Hmmm. I’m wondering if some crusading (hopefully gay) lawyer in Tennessee could be talked into bringing a Writ of Mandate against CPS? (That Writ exists to provide a formal, legal way to demand that a public official or agency do its job properly where that is not happening.)

Anyone have any legal contacts in Memphis? Maybe through the gay community?
