Go to the refuge camp and claim to ''need help'' and somehow get a tour, or something of that sort out of someone who works there? Maybe you can get a good idea of how things look, how they act, ect. ect. in the camp itself. Maybe this will spark a bunch of new good ideas, and give some good solid evidence. Maybe take like a small camera in? This idea is probably crazy, however sometimes crazy isn't so crazy if you think about it long enough. Especially if the people you're dealing with are crazy themselves. Psycho Vs. Psycho is obviously what they want. So why not give it to them, eh?
